Microsoft regularly releases security and system updates to keep Windows protected and running smoothly at all times. Last May 14, 2019, Microsoft released a bundle of updates for all supported versions of the Windows operating system and other Microsoft products.

Security Update KB4499406 is one of the important components of the May 2019 update. The description says:

Security and Quality Rollup for .NET Framework 3.5.1, 4.5.2, 4.6, 4.6.1, 4.6.2, 4.7, 4.7.1, 4.7.2, 4.8 for Windows Embedded Standard 7, Windows 7, and Windows Server 2008 R2.

The update fixes a vulnerability that appears when the .NET Framework is not able to properly handle objects in heap memory. It also resolves issues that occur when the .NET Framework and .NET Core cannot process RegEx strings properly.

However, some Windows users reported that they cannot install the important update KB4499406 and Windows 10/11 is getting the error 80072713 instead. This error leads to installation failure. This is a crucial issue because if Windows 10/11 can’t install KB4499406, online attackers might take advantage of these vulnerabilities and cause more security problems.

Reasons Why Windows 10/11 Can’t Install KB4499406

Update failures can be caused by a slew of factors. A few of the common elements that prevent Windows from installing updates include:

  • A corrupted or incomplete installation
  • Corrupted or damaged system files
  • Virus infection
  • Overactive security settings

However, Microsoft also released a list of upgrade blocks that may prevent users from installing the May 2019 update on Windows 10/11. These upgrade blocks include:

How to Install Update KB4499406 on Windows 10/11

Step 1: Remove All USB Devices and Memory Cards from Your PC.

Some programs leave behind program files even after uninstalling. To completely remove the program, delete all program files left behind.

Step 3: Run System File Checker.

Corrupted, missing, or damaged system files can also cause update installations to fail. You can use System File Checker or SFC to scan your computer for any problematic system files and replace them with working versions.

To run SFC on Windows 10/11:

  1. Press Windows + X, then choose Command Prompt (Admin) to open an elevated command prompt window.
  2. Type sfc /scannow in the command prompt window, then press Enter.
  3. The scan might take a while to finish depending on the number of errors diagnosed.

Once the process has been completed, you will see a list of errors repaired. If there are errors that SFC failed to fix, you will be given further instructions on how to deal with them.

Step 4: Run the Windows Update Troubleshooter.

The Windows operating system is equipped with its own diagnostic and repair tools to fix common problems. The Windows Update troubleshooter can handle most simple and uncomplicated update problems, so it should be one of the first things you should run.

The troubleshooter works by stopping the Windows Update Services and then renaming the Software Distribution folder to clear the Windows Update download cache. After that, it restarts the Windows Update Services with a clean slate.

To use the Windows Update troubleshooter:

  1. Click Start, then search for troubleshooter in the search dialog.
  2. Click the Troubleshooting tool from the Control Panel.
  3. In the System and Security section, click Fix problems with Windows Update.
  4. Click Advanced in the Windows Update troubleshooting window.
  5. Tick off Apply repairs automatically, then click Run as administrator.

The tool will run by itself, so you’ll just have to wait until the process has been completed. This should fix the error 80072713 and any other installation problems you previously encountered.

Step 5: Delete the Windows Update Cache Manually.

Sometimes the troubleshooter fails to delete the old update files, which means you have to do it manually.

To do this:

  1. Launch Command Prompt using the instructions above.
  2. Type the following command to stop the Windows Update Services: net stop wuaserv.
  3. Hit Enter.
  4. Open File Explorer and go to the C:\Windows\SoftwareDistribution folder.
  5. Delete everything inside that folder. These are the old update files, so you don’t have to worry about deleting important system files.
  6. Restart Windows Update Services by typing this command in the Command Prompt window: net start wuaserv.
  7. Hit Enter, then restart Windows.

Step 6: Install the KB4499406 Update.

After taking all the steps above, the next thing to do is to install the update. You can do this by running Windows Update and clicking the Check for updates button. Install all available updates. If the updates are not available in Windows Update, you can use the Update Assistant to get them manually.
